Celebrating the Psychological Operations Regiment is essential to honor the legacy, dedication, and sacrifice of those who have served and continue to serve within these vital units. The 4th and 8th Psychological Operations Groups, along with the 2nd and 7th Psychological Operations Reserve Groups, have played significant roles in shaping the regiment’s history. Their work in influencing and informing audiences, supporting military operations, and contributing to national security is unparalleled. Recognizing these contributions helps foster pride, cohesion, and a sense of belonging among the members of the regiment and the broader military community.

29 Oct Hundreds of drone incursions reported a military installations over the past few years: NORTHCOM

PETERSON SPACE FORCE BASE — The US military has collectively reported hundreds of drone flights over Pentagon installations on American soil in the past few years, and that’s just the ones US Northern Command (NORTHCOM) knows about.

“I have no doubt that there’s significantly more incursions that we don’t see, either with a system or with our eyeballs,” Gen. Gregory Guillot, the commander of NORTHCOM and North American Aerospace Defense Command (NORAD), said during a roundtable today with a small group of reporters at Peterson Space Force Base, the dual headquarters for both commands. 

Unmanned aircraft system (UAS) sightings over US military bases have raised alarm at the Defense Department, as incursions at sensitive installations like Langley Air Force Base — where the Air Force keeps F-22s — have mystified officials, as the Wall Street Journal previously reported. According to data shared by NORAD, drone sightings in 2022 numbered 250, but that figure has dipped somewhat in recent years, numbering 202 in 2023, and 163 so far this year.

As Israel conducts limited ground operations against Hezbollah in Lebanon, it already has encountered tunnels similar to the dangerous unseen combat it has fought for a year beneath Gaza.

Not for the first time, Israel is engaged in a new kind of fight that the United States will face in its future conflicts.

21 Oct Army’s new Theater Information Advantage Detachments will be tailored to their theater: Officials


The three planned Theater Information Advantage Detachments will each start with 65 soldiers, but the TIADs will be tailored over time to serve the specific demands of Indo-Pacific Command, European Command, and Army Cyber Command.

One size doesn’t fit all in cyberspace. So the Army’s three planned Theater Information Advantage Detachments will deliberately undergo divergent evolution to better serve the specific commanders they’re attached to, officials said last week.

“One’s going to the Pacific, one’s going to Europe, and one’s going to Army Cyber [Command],” explained ARCYBER’s commander, Lt. Gen. Maria Barrett, in a packed briefing at the Association of the US Army’s annual conference dedicated to the information warfare teams. The newly designated units are designed to help commanders counter disinformation and other “malign influence” interfering with Army operations.

The TIAD assigned to US Army Pacific in Hawaii will stand up first, Barrett said. The official activation date is October 2025, although the service intends to get as many personnel in place as far ahead of that date as it can. The next TIAD to go live will be collocated with ARCYBER headquarters at Fort Eisenhower, Ga. (formerly Fort Gordon), and Europe will be last.

17 Oct Army revamps basic training to simulate battlefield stalked by drone swarms

By the time new soldiers get to their first unit, they have faced being hunted by a swarm of drones, according to the head of U.S. Army Training and Doctrine Command.

The Army has revamped the Forge, which has been the capstone event of basic training for over half a decade, based on lessons learned from the war in Ukraine, Gen. Gary M. Brito told Task & Purpose in an exclusive interview on Wednesday.

“It’s exposing them to operational threats that they may see if they were to deploy tomorrow, and also so they haven’t seen it for the first time when they join whatever unit they’re going to join,” Brito said.

Dubbed “Forge 2.5,” the 96-hour field training exercise has been updated over the past year so that Army trainees learn how to conceal themselves from drones, Brito said. That includes training on how to limit their electronic signatures and decrease the size of command posts so that they don’t pose tempting targets.

16 Oct Here’s what’s in Zelenskyy’s victory plan for beating Putin

KYIV — Ukrainian President Volodymyr Zelenskyy on Wednesday presented his so-called victory plan to the Ukrainian parliament — aimed at seeking a just peace to the war with Russia thanks to aid and guarantees from its allies.

The plan consists of five main points and three secret annexes.

“Ukraine's victory plan is a plan to strengthen our state and strengthen our positions. To be strong enough to end the war,” Zelenskyy said, adding: "If we start moving with this concrete plan of victory now, we may manage to end the war no later than next year.”

15 Oct Russian sabotage is escalating risk of greater conflict in Europe, Army’s Williams says


The U.S. Army’s top general in Europe warned this week that Russian operatives making mischief in NATO territory have ratcheted up the risk of military escalation with Moscow. “The miscalculation piece is as high as it’s ever been,” U.S. Army Europe and Africa’s Gen. Darryl Williams said Tuesday. Williams, speaking at the Association of the U.S. Army’s annual conference in Washington, said he couldn’t go into much detail about the situation. However, he described the operatives as nontraditional and not “classically trained.” Since Russia’s 2022 attack on Ukraine, U.S. military officials have raised concerns about the lack of systems in place during the Cold War that helped Washington and Moscow read each other’s signals and avoid nuclear conflict. Williams’ assertion suggests Russian operatives lack the grasp of allied red lines that their Soviet predecessors had.

14 Oct Hackers take control of robot vacuums in multiple cities, yell racial slurs


Robot vacuums in multiple US cities were hacked in the space of a few days, with the attacker physically controlling them and yelling obscenities through their onboard speakers.

The affected robots were all Chinese-made Ecovacs Deebot X2s — the exact model that the ABC was able to hack into as proof of a critical security flaw.

Minnesota lawyer Daniel Swenson was watching TV when his robot started to malfunction.

"It sounded like a broken-up radio signal or something," he told the ABC. "You could hear snippets of maybe a voice."

Through the Ecovacs app, he saw that a stranger was accessing its live camera feed and remote control feature.

11 Oct US Army Pacific to absorb new units under ‘transformation’ mantra

The U.S. Army command for the Indo-Pacific finds itself at the front of the service’s transformation initiative, incorporating new unit types created to facilitate rapid adaptation to adversary tactics, according to U.S. Army Pacific Command chief Gen. Charles Flynn.

The Army’s 18th Airborne Corps is for the first time using a battlefield capability to map road closures, cellular outages, supply needs and other data in real time to help the Federal Emergency Management Agency and U.S. Northern Command help people whose homes and communities were battered by Hurricane Helene late last month.

The Army is using its Maven Smart System to provide responders with the information needed to make quick, on-the-ground decisions, such as where to send medical supplies or how many truckloads of water to take into certain storm-ravaged areas, defense officials told reporters Monday.

8 Oct Through Hurricanes Helene and Milton, Amateur Radio Triumphs When All Else Fails


The morning after Hurricane Helene pummeled the eastern seaboard of the US, Thomas Witherspoon inspected the damage to his western North Carolina home. The night before, he listened to the wind whip down trees and snap power lines along the two-mile access road connecting his family to their few neighbors in Buncombe County.

Like the tens of thousands of other North Carolina residents, the power to Witherspoon’s neighborhood was completely out. It was impossible to communicate with the house down the road, let alone anyone several miles away. Unable to send text messages or make phone calls, radio became the one form of communication left in rural North Carolina. After fixing what he could on his own property, Witherspoon, a lifelong amateur radio enthusiast, began distributing handheld radios to his neighbors.

JERUSALEM — In July, nine months after the devastating Oct. 7 attack on Israel, the Israel Defense Forces released one of its first publicly available investigations into the failures of that day, a study of the battle of Kibbutz Be’eri, where 101 civilians were killed during the Hamas attack.

3 Oct Russian hacking group targeted US military contractors


A hacking group tied to Russian intelligence tried to worm its way into the systems of dozens of Western think tanks, journalists and former military and intelligence officials, Microsoft and U.S. authorities said Thursday.

The group, known as Star Blizzard to cyberespionage experts, targeted its victims with emails that appeared to come from a trusted source — a tactic known as spear phishing. In fact, the emails sought access to the victims’ internal systems, as a way to steal information and disrupt their activities.

Star Blizzard's actions were persistent and sophisticated, according to Microsoft, and the group often did detailed research on its targets before launching an attack. Star Blizzard also went after civil society groups, U.S. companies, American military contractors and the Department of Energy, which oversees many nuclear programs, the company said.

29 SEP Irregular warfare is everywhere in this new Army Video

Irregular warfare is not what you think it is. In fact, to understand it, think bigger. That’s the message in a new video on the topic from the U.S. Army’s special warfare school. It’s a slick, ominous clip, but one that was quietly released onto social media on Thursday, Sept. 26 by the United States Army John F. Kennedy Special Warfare Center and School. 

The video, simply titled “irregular warfare clip,” starts simple, with a musician playing on a violin and pastoral shots of a family playing near fields. As a clock ticks in the background, those cut to militant scenes. Aerial reconnaissance of cityscapes, combat footage in urban areas, including night vision shots, plus tanks firing. As the music builds, those idyllic scenes appear only briefly.

BEIRUT and WASHINGTON — As Israel has pummeled Hezbollah, killing several senior leaders, blowing up purported hidden weapons caches and striking out at hundreds of members through booby-trapped pagers, the group’s most powerful backer, Iran, has stayed almost completely on the sidelines, offering token public support.

That’s because, more than a half-dozen analysts told Breaking Defense, Tehran is prioritizing its own strategic interests — in this case staying out of a conflict for as long as possible, even if it means allowing its longtime regional beneficiary to be decimated by the enemy Iran has long prepared them to face.

Hezbollah’s patronage from Iran is no secret. Hezbollah Secretary General Hassan Nasrallah previously highlighted the proximity with Iran, to an extent that in a June 2016 speech he said that the group’s “funds, weapons, salaries and all other expenses come from Iran.”

But for any Hezbollah members looking for robust reassurances from their backer, especially with signs indicating Israel may attempt a ground invasion, they’d be hard pressed to find them in public statements by Iranian leadership in recent days.

26 Sep U.S. ‘Deepfake’ Caller Poses as Ukranian Official in Exchange with Key Senator

A “deepfake” caller posed as a top Ukrainian official in a recent videoconference with Senator Benjamin L. Cardin, the chairman of the Foreign Relations Committee, renewing fears that lawmakers could become the targets of malign actors seeking to influence U.S. politics or to obtain sensitive information.

According to an emailed warning sent by Senate security officials to lawmakers’ offices and obtained by The New York Times, a senator’s office received an email last Thursday that appeared to be from Dmytro Kuleba, until recently Ukraine’s foreign minister, requesting to connect over Zoom. On the subsequent video call, the person looked and sounded like Mr. Kuleba.

26 Sep ‘Transforming in Contact’: US General Highlights How Army’s Training in Europe Has Adapted


Fake command posts, electromagnetic decoys and fast-moving mission control hubs are some of the ways the war in Ukraine has transformed U.S. Army training in Europe, according to a top American general in the wake of a rotation on NATO’s eastern flank.

The new focus is on getting troops to adapt faster to a more complex battlefield, the 3rd Infantry Division’s Maj. Gen. Christopher Norrie said in an Army statement Wednesday. His team wrapped up a nine-month deployment this spring overseeing Army units across Poland and the Baltics.

The Army’s approach to training has evolved over the past couple of years with an emphasis on so-called “transforming in contact,” which involves drawing lessons learned by troops in the field that are rapidly tested by the larger Army. “We’re observing the world, and then we’re transforming in contact,” Norrie said.

In rural Mason Neck, Virginia, among homes with Confederate flags hanging out front and towering pickup trucks occupying driveways, a stately brick mansion makes for an unexpected neighbor.

In the home’s front lawn, sitting amid manicured shrubs, rises an even more unusual sight: the flag of the Islamic Republic of Afghanistan. It is one that has not flown in its own country since 2021, when U.S. forces departed and top leaders fled, ceding control to the Taliban.

Former Afghan Lt. Gen. Sami Sadat believes he’ll once again see that flag ascend in Afghan skies.

23 Sep China Indo-Pac military power trumps US, but US remains more influential: Lowy Institute

SYDNEY — As leaders from the “Quad” gathered this weekend to toast the Indo-Pacific partnership, a new report is sounding alarms that the US is no longer the dominant military power in Asia.

The new report from the Lowy Institute here says that the People’s Republic of China “has closed more than a quarter of the lead that the United States held in this measure in 2018. For the first time, experts surveyed for the Asia Power Index judged that China is better able to deploy rapidly and for a sustained period in the event of an interstate conflict in Asia.”

While undoubtedly concerning, the Institute’s report also notes there are reasons for cautious optimism, in that Beijing’s overall power in the region is beginning to “plateau” as its population begins to fall and its economy falters under the weight of enormous debt and its reeling real estate sector. The Lowy Institute produces the “Asia Power Index” each year.

China’s power is neither surging nor collapsing. It is plateauing at a level below that of the United States, but still well above any Asian competitors,” the new report by Susannah Patton, Jack Sato and Herve Lemahieu says. “Flatlining economic capability, driven by slower economic growth and longer-term structural challenges, means that China’s economic clout, while still commanding, is no longer growing.”

22 Sep 24 Russia in satellite deal with West African military governments


Mali, Niger, and Burkina Faso have announced a deal with Russia which will see them acquire telecoms and surveillance satellites.

The three West African countries, run by military juntas, have been struggling to defeat Islamist insurgencies for years and have turned to Russia for military support.

Russia denies that its mercenaries have committed atrocities against civilians and that it is pushing propaganda and misinformation in West Africa's Sahel region.

Ministers from the three countries met officials from Russia’s aerospace agency Roscosmos in Mali’s capital, Bamako, on Monday, to discuss the agreement.

18 Sep FBI Director Announces Chinese Botnet Disruption, Exposes Flax Typhoon Hacker’s True Identity at Aspen Cyber Summit

The FBI and our partners disrupted a Chinese botnet and freed thousands of impacted devices from its clutches, Director Christopher Wray announced September 18. 

The botnet, which was operated by a Chinese government-sponsored hacker group known as Flax Typhoon, targeted internet-connected devices such as storage devices, cameras, and video recorders to compromise victims’ systems and steal their confidential data, Director Wray said during a keynote at the 2024 Aspen Cyber Summit in Washington, D.C.

“Ultimately, as part of this operation, we were able to identify thousands of infected devices, and, then, with court authorization, issued commands to remove the malware from them, prying them from China's grip,” Wray said.

18 Sep After apparent mass pager attack, Hezbollah has few avenues for response, experts say


BEIRUT — As Hezbollah contends with what appears to be a second wave of exploding personal devices today, experts here said that the armed Lebanese group has been dealt a “severe blow” and will likely struggle to respond to what’s suspected to be an unprecedented, sophisticated attack by Israel.

“If Hezbollah will retaliate, it won’t be soon,” retired Lebanese armed forces Gen. Maroun Hitti told Breaking Defense, adding that the group would likely need at least a month to gather itself.

On Tuesday afternoon reportedly hundreds of pagers carried by Hezbollah members in Lebanon suddenly exploded, killing several people, including two children, and wounding scores of others. Hezbollah quickly blamed Israel and vowed retaliation — before another wave of bombings apparently struck walkie-talkies today. Israel has not taken responsibility for what news organizations are describing as a supply chain attack, but Defense Minister Yoav Gallant told Israeli troops today that Israel was in a “new phase” of war.

19 Sep Air Force’s information warfare hub seeks high-tech sensors, AI tools


The Air Force needs higher-tech tools and sensors that can monitor networks for signs of malware and sort through the millions of alerts it receives each day indicating potential compromises, according to the leader of the service’s cyber enterprise.

The Air Force’s information warfare organization, 16th Air Force, has been working over the last year to better partner with industry, academia and other government agencies to meet those high-tech requirements through an effort called the Phoenix Initiative.

The team — which is charged with integrating cyber, electronic warfare, information operations and ISR — convened a summit in August 2023 to talk through its highest priority gaps and technology needs. It then led a months-long deep dive to identify its most important mission sets and consider the most significant vulnerabilities and dependencies within those missions.

U.S. Army Cyber Command’s (ARCYBER) 1st Information Operations Command (Land) conducted its final change of command ceremony at Fort Belvoir, Va., in July 2024 as it prepares for its inactivation in 2025.

1st IO Command is the Army’s only active-duty information operations command. Its mission of providing analytical, planning, assessment and training support to Army and joint forces spans a wide range of intelligence, cyber and information responsibilities that support multi-domain operations.

The command will inactivate in Fiscal Year 2025 as part of the Army’s plan to fully transition to Multi-Domain Operations by 2030. The inactivation supports the progression from information operations to information advantage activities.

BEIRUT — Hundreds of handheld pagers exploded near simultaneously across Lebanon and in parts of Syria on Tuesday, killing at least eight people, including members of the militant group Hezbollah and a girl, and wounding the Iranian ambassador, government and Hezbollah officials said.

Officials pointed the finger at Israel in what appeared to be a sophisticated, remote attack that wounded more than 2,700 people at a time of rising tensions across the Lebanon border. The Israeli military declined to comment.

A Hezbollah official who spoke on condition of anonymity told The Associated Press that the new brand of handheld pagers used by the group first heated up, then exploded, killing at least two of its members and wounding others.

NEW YORK (AP) — The video was seen millions of times across social media but some viewers were suspicious: It featured a young Black woman who claimed Vice President Kamala Harris left her paralyzed in a hit-and-run accident in San Francisco 13 years ago.

In an emotional retelling from a wheelchair, the alleged victim said she “cannot remain silent anymore” and lamented that her childhood had “ended too soon.”

Immediately after the video was posted on Sept. 2, social media users pointed out reasons to be wary. The purported news channel it came from, San Francisco’s KBSF-TV, didn’t exist. A website for the channel set up just a week earlier contained plagiarized articles from real news outlets. The woman’s X-ray images shown in the video were taken from online medical journals. And the video and the text story on the website spelled the alleged victim’s name differently.

WASHINGTON (AP) — The U.S. State Department announced new sanctions on Russian state media Friday, accusing a Kremlin news outlet of working hand-in-hand with the Russian military and running fundraising campaigns to pay for sniper rifles, body armor and other equipment for soldiers fighting in Ukraine.

While the outlet, RT, has previously been sanctioned for its work to spread Kremlin propaganda and disinformation, the new allegations suggest its role goes far beyond influence operations. 12 Sep US looks to West Africa as new hub for counter-terrorism mission after leaving Niger, Chad


The U.S. is looking to West African countries to counter regional terrorist threats after American forces were told to leave Niger and Chad, the commander of U.S. military forces in Africa said.

“We’re in talks with Cote d’Ivoire and in talks with Ghana and Benin as well as we start to reset and recalibrate some of our assets,” the commander of U.S. Africa Command, Marine Corps Gen. Michael Langley, said at a press conference Thursday, adding that diplomatic consultations are underway “to decide what level of capacity — what do they need to be able to successfully counter terrorism.”

In August, the U.S. completed its full withdrawal of forces from two bases in Niger. In April, the U.S. withdrew a majority of its forces from Chad.

Now, the U.S. is assessing security cooperation with countries across the Sahel “whether we’re talking about the new alliance or coalition of the Alliance of Sahelian States of Niger, Burkina Faso, and Mali,” Langley said. As those talks continue, the State Department “will dictate what depth and breadth” of what the relationship with new African partners will be, he added. 

The U.S. military’s exit from Niger and Chad was prompted by calls from the nations’ military junta leaders. Experts have emphasized that the move was the result of growing anti-Western sentiment. On Thursday, Langley described the U.S. military’s Africa strategy as African “partner led” and “U.S. enabled.”

6 Sep US, allies warn of Russian cyber sabotage aimed at disrupting aid to Ukraine

WASHINGTON — A handful of US government agencies and allied nations have issued an advisory that a group of malicious Russian cyber attackers have conducted sabotage, espionage and “reputational harm,” against 26 NATO countries, including the US, with the primary goal of disrupting efforts to provide aid to Ukraine.

The advisory, signed by the National Security Agency, FBI, Cybersecurity and Infrastructure Security Agency (CISA) and international partners including Ukrainian, Latvian, German and Czech agencies, specifically warned about the Russian General Staff Main Intelligence Directorate (GRU) 161st Specialist Training Center (Unit 29155).

In addition to the group using the WhisperGate malware to target Ukrainian systems, it also conducted “destructive cyber campaigns, infrastructure scanning, and data exfiltration, with a primary focus since early 2022 of disrupting aid to Ukraine,” according to Thursday’s advisory.

"Today is a sad day. We’ve said goodbye today to 160 of our colleagues. We’ve reduced our workforce by 21%," MBN Acting President and CEO Dr. Jeffrey Gedmin said in a note to staff on Monday.

"The moves we are making are obligatory. Congressionally mandated budget cuts have forced us to reduce company costs by nearly $20 million," he said.

WASHINGTON — From the proliferation of unmanned systems to the specter of electronic warfare-saturated battlefields, two-and-a-half years of warfare in Ukraine have offered military strategists new lessons in how modern large-scale combat is fought.

Thousands of miles away from the deadly front lines, US military intelligence officials at the Intelligence and National Security Alliance (INSA) annual conference were asked last week what lessons they, specifically, have taken away from watching Kyiv’s defense of its homeland against Moscow’s invasion.
